The measures necessary for safe scaffolding work are specified in detail by law, but they generally include the following:

  

① Installation of a work platform (Article 518)
For work performed at heights of 2 meters or more, a safe work platform must be provided to prevent falls, or if that is not possible, safety nets must be installed or fall arrest equipment must be used.

② Ensuring the safety of materials (Articles 559 and 560)
The materials used for scaffolding must be free from damage and defects, and steel pipes and fittings must conform to the specified standards.

③ Safety of scaffolding structures (Article 561 and Article 561-2)
Scaffolding must be of a strong and stable structure, and full-fledged scaffolding is required in areas wider than 1 meter.

④ Management of maximum load capacity (Article 562)
A maximum load capacity must be set for the scaffolding, and exceeding this limit must be prohibited. Suspended scaffolding must be designed based on safety factors, and workers must be informed of these factors.

⑤ Installation of work platforms and fall prevention equipment (Articles 563 and 564)
Work platforms must be installed according to standards for width and spacing, and must be equipped with fall prevention equipment such as handrails, railings, and baseboards.

⑥ Safety measures for assembly, disassembly, and modification work (Article 564)
This requires measures such as informing people of work procedures, prohibiting entry to certain areas, suspending work during inclement weather, and implementing fall prevention measures.

⑦ Appointment and duties of the work supervisor (Articles 565 and 566)
The work supervisor is responsible for inspecting materials, directing the work, and monitoring the use of safety equipment.

⑧ Inspection of scaffolding (Article 575)
Inspections are conducted before use, after bad weather, and during dismantling, and any abnormalities are repaired.

They oversee the entire site, including determining work procedures, inspecting materials, giving instructions to workers, and confirming the use of safety equipment.

The appointment of a work supervisor is mandatory when assembling, dismantling, or modifying any of the following types of scaffolding.

  • Suspended scaffolding (excluding gondola-mounted suspended scaffolding)
  • Cantilevered scaffolding
  • Scaffolding structures that are 5 meters or taller

When performing the relevant work, a work supervisor must be appointed from among those who have completed the skills training course.
